More on At-Home Infant Care Legislation


Existing Programs

The following states have AHIC programs (see details below):

  • Minnesota- AHIC program since July 1998
  • Montana- AHIC program since September 2001

These states have proposed AHIC programs but, to date, have not implemented them:

  • Illinois- AHIC bill introduced 2001
  • Iowa- AHIC bill introduced

These letters were written by Carolyn Bryant for her legislators -- please feel free to use them as a starting place, personalize them or draft your
own. After you send your letters e-mail us at AHIC@familyandhome.org to let us know how your legislators respond.

About the Programs

Minnesota

Families who qualify for the Basic Sliding Fee Scale for childcare assistance* are qualified to apply for AHIC. The available subsidy is 90% of the child care subsidy rate minus the co-pay. This is available for up to 12 months. There may be a waiting list for the program. Those interested in applying should contact the local child care referral office. A directory of those offices can be found at http://cf.state.mn.us/childcare/ccapcounties.html or you can contact the Department of Children, Families and Learning at (651) 582-8562 or e-mail at childcare@state.mn.us.
* Parents are working or in school and income is below 75% of state median income.

Montana

Families at or below 150% of the poverty rate can receive 100% of the child care subsidy rate ($18 dollars per day).

The subsidy can be received until the child is two, or the two year maximum for the program can be divided between children. This program is available to single parent families as well as two parent families. For more in depth information or in order to apply contact your local child care resource and referral office. This program may be in jeopardy as the funding runs out in June and new funding has not been allocated.
